我们的城市发展商，通过了一项修改业主立案法团声明的附例。根据新附例，发展商在屋苑内增加49个停车位，又修改了单位业主分担共同开支的比例。上述修改的前提是，必须获得90%业主投票同意，才可以更改共同开支的分担方式。请问这是否需要90%的票数？
