疫情期间 本那比这餐馆竟敢这样做

由于新冠疫情蔓延,3月20日BC省当局已经求所有的餐厅于关闭餐厅内的堂食用餐服务,但是发出该命令的5天后,本拿比一家提供东非美食的Dahlak餐厅仍然营业。本周被市府处以没有遵守省卫生令吊销6个月的营业执照。

本那比市府收到投诉的第二天,即3月26日,市府营业执照主任就和Dahlak餐厅的老板Amanuel Kidan联系,警告他必须遵守省级命令,并警告市府会有工作人员进行定期检查以确保合规。

根据burnabynow的报道,两天后,一名加拿大皇家骑警军官检查这家餐厅,结果发现该餐厅貌似已经关闭,门没有“开放”的标志,前门也被锁起来。但是当警官往餐厅里面看时,发现竟然有20至25人在餐厅内就餐。当警官要求进入餐厅检查时,里面的人就从后门跑走了。

警察报告发现证据,证明餐厅里面有做就餐的准备和食物以及打牌。

根据工作人员向市府提交的报告,指这家餐厅当时的座位安排仍然“并肩而坐”。

当时餐厅老板Amanuel Kidan也在现场,警方告知会通知菲沙卫生局(Fraser Health)和市府,并且可能会处以罚款或封闭令。
事后,本那比市府和菲沙卫生局合作,决定取消Kidan的营业执照。Kidan则向市议会提起了上诉,并于本周一下午举行听证会。

 
根据听证会提交的证据,一个视频中只能看到五个人离开餐厅。在另一天拍摄的另一段视频描绘了餐厅的后部区域,这里显示很多人聚集在一起。

据市府办公室的工作人员表示,市议会一致投票批准将这家餐厅的牌照暂停六个月。

疫情下 加拿大房价最抗跌地方在这

  一项针对疫情影响加拿大房价最近降了多少的统计显示,大温哥华地区、萨斯卡通与温尼伯是加国房价最抗跌的地方。虽然四月的大温住宅交易量跌至38年来历史新低,但大温地区的房价仍然表现十分坚挺,与大多伦多房价下跌10%相比,大温房价在2月至4月之间不但没下跌反而增长了2%。萨斯卡通涨幅最大,10%,温尼伯涨幅7%。

  

  据地产公司Zoocasa分析加拿大房地产协会CREA的数字统计发现,受COVID19疫情影响,加拿大很多房地产市场都从原来的卖方市场进入到了一个平衡的供求关系市场状态。

  从房屋销售来看,对比两个月前的2020年2月,加国4月成交量下降46%,从2月的38,161下降至4月的20,630套。

  从房屋售价来看,对比两个月前的2020年2月,加国平均房价为488,203加元。比2月的539,724元的平均房价降低10%。

  从加国20个城市大区来看,降价幅度最大集中在东部,分别是多伦多大区、渥太华和汉密尔顿伯灵顿地区;而价格在这两个月期间涨幅最大的则集中在加西地区,分别是萨斯卡通、大温和温尼伯。

  

  从各大城市的统计数据来看,大多地区、渥太华和汉密尔顿伯灵顿地区,都是疫情之家加拿大最火热的房市地区,此次房屋降价幅度也分别高达10%、7%和5%。

  除大温以外,另外两个草原地区的房价虽然涨幅明显,但从上涨的价格来看,都还保持低价位优势:

  涨幅最大的萨斯卡通:2020年4月均价:$327,539,比2月房价上涨$29,815 (涨幅10%)

  温尼伯作为涨幅第三大的城市,2020年4月均价:$313,022,比2月房价上涨$20,952 (涨幅7%)

  

  价格下降最大的大多地区,房价已经下降近10万

  大多伦多地区,4月均价: $821,392,比2月下降$88,898 (降幅10%)

  渥太华地区:4月均价: $475,487,比2月下降$34,652 (降幅7%)

  汉密尔顿伯灵顿地区:4月均价:$614,412,比2月下降$32,255 (降幅5%)

  CMHC预测:未来12个月房价将下跌高达18%

  加拿大房贷与住房公司(Canada Mortgage and Housing Corp.,CMHC)警告说,如果新冠病毒疫情继续拖累累GDP增长,加拿大家庭债务水平将创历史纪录,未来12个月加拿大房价将下跌9%至18%。

房产断供潮爆发 将在未来1年半内

受疫情的影响,加拿大的房地产市场会不会崩盘?几乎所有的预测机构都认为,不会的,但是断供潮的出现也将是不可避免的。月供还不起所带来的地产行业的一系列问题,按照CIBC加拿大帝国商业银行的预测,将会出现在未来12-18个月内。

加拿大最大的银行之一CIBC已经看到房地产市场的动荡,但预计本季度仍然不会出现大的动荡,暗波涌动毫不为过。

CIBC研究报告指出,房地产市场在疫情期间暂时冻结。一旦经济再次开始复苏,抵押贷款延期到期,则会发现大量的拖欠贷款现象。而随之而来的将会是低价出售房屋的现象,因此CIBC预测,房市价格将持续走低,尤其公寓的价格将会继续下降。

CIBC分析指出,断供潮的出现将与失业率紧密相关。尽管各省相继开放复苏,但失业率并不会随之而大幅变化。失业率从危机前的5.5%上升至撰写报告时的13%,并且可能会进一步上升。不过,大多数失业将是暂时的,明年市场失业率将降至8%。

然而,伴随着失业潮,未来预计将出现经济的萧条衰退期,这将是后疫情时代的一大危机,面对失业和经济衰退,相信有大批房主将面临无法正常偿还贷款的困境。

CIBC预测未来几个月中,房地产市场的需求量将进一步减少,与之相伴的是市场房屋的供应将会进一步增加,各种因素所带来的影响将会带动房地产市场大幅变动。高失业率和减少投资指出将是房地产市场需求方面的主要拖累。

此前加拿大联邦政府住房机构CMHC预测,房屋价格将在未来12个月中跌至谷底,下降幅度将高达18%。

而作为联邦政府应对房地产市场债务危机的措施之一,未来将房屋首付款比例翻倍上调至10%则是很有可能的下一步举措。
